Administration of the 2003 Tolbert PCB Settlement in Anniston, Alabama: An Attempted Collaborative and Holistic Remedy, Alabama Law Review, Spring, 2009.
April 1999, as Counsel for the Senate, successfully passed Tax Reform Legislation to correct the Alabama Franchise Tax, which was declared unconstitutional by the U. S. Supreme Court, and thereby plugged a $120 million revenue shortfall for the State of Alabama.
May 2000, as Counsel for the Senate, drafted a new Alabama Constitution, which was defeated.
December 2001, as Counsel for the Governor, successfully passed Tax Reform Legislation with the Alabama Senate and House of Representatives to stave off education proration of approximately $160 million.
